	Feature improvements
	* Support for RADIUS over TLS (i.e. RadSec).

	* Re-written packet encode/decoder.  The resulting code is
	  much simpler and easier to extend.
	* Complete WiMAX support, using new encoder/decoder.  The old code
	  could not handle some unusual corner cases.
