Windows fixes for mech_eap Makefile

define CONFIG_NATIVE_WINDOWS, not CONFIG_WIN32_DEFAULTS.
hand-specify link rule on windows; libtool does not properly recognize import
libraries and is generally more trouble than it is worth.
