SSPCPP-363
Stop hard loop during de-install.  Uninstall ISAPI filters from the correct place.  Fix comprises of multiple steps:
1) Add an icon file (which we can show in control panel) and pop it into INSTALLDIR so that gets set up correctly in a console-less install/
2) Move the setting of the un-install property setting to post CostFinalize
3) Allow un-install from the control panel
