Because of CPPXT-107 the static PXKIX engine doesn't compile
under VC14.

This TEMPORARY checkin:
- Supresses the building of thw two problematic modules.  Because this
  is done by the per vc14 vcxproj, nothing special is needed.
- Supress two lines in trustengine only if a #define is set (which
  only the VC14 project sets)

This checkin fixes all the trivial issues with compilation,
moving up from deprecated timezone to _timezone, a missed
header include and supress a warning because std::exception
isnt exported.

This does not compile because of boost issues. (CPPXT-107)
the next checkin will bodge that by excluding the failing modules.

We now do a non-intervention build of XMLSEC which means that the
