information and a timestamp.
mod_shire.cpp: actually load in the supportContact properly.
shib-mlp.cpp: log the insertion of keys. Add a 'now' key for a timestamp.
shib-target.h: move the location of the insert() method of ShibMLP.

front of the names but not without. I changed the .def file to export
the onc_ versions. I dont know yet if that is how they are used.

get rid of timespec in portable ccache. it doesnt exist on the pc.
sleep for relative time. on unix put the timespec usage into the unix
specific part of shib-threads.
