Fix a build problem on Mac OS X. (closes: #310)

Delete the dpatch 14_static_rlm_eap_link_mode. It's reported to
fail linking rlm_eap on x86_64.

Update the comments about post_proxy_authorize, because this
option is deprecated.

Add perl-devel to BuildRequires (since rlm_perl is stable) and use
